SUMMARY & BACKGROUND:

This ordinance authorizes the Mayor to enter into a three year agreement with the Toledo Lucas County Board of Commissioners for services provided by Lucas County Canine Care and Control. This agreement provides for animal care and control services for the City of Toledo during regular business hours as well as on an on-call basis after normal business hours. This agreement covers fiscal years 2022, 2023 and 2024.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is hereby authorized to enter into a three year agreement with the Toledo Lucas County Board of Commissioners for services provided by Lucas County Canine Care and Control. 

 

           SECTION 2.  That the amount not to exceed $75,000 is authorized for expenditure from the General Fund Account Code 1001/51000/1000440STDSTD for year one of this agreement. That the amount not to exceed $150,000 is authorized for expenditure from the General Fund Account Code 1001/51000/1000440STDSTD for the remaining two years of this agreement paid in annual installments not to exceed $75,000; subject to future appropriations.

 

SECTION 3. That this Council finds and determines that it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason that this is an inter-governmental agreement with demonstrated competitive cost for service.

 

                     SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property.
