SUMMARY & BACKGROUND:

The Division of Engineering Services is requesting authority to expend an amount not to exceed $21,000,000 from the Road Improvement Fund for the General Resurfacing program.  The 2022 General Resurfacing Program is included in the proposed 2022-2026 Capital Improvement Program and Road Improvement Fund Budget.  This money is for projects that utilize tax road improvement funds to rebuild or resurface primarily local residential streets.

 

Appropriation of these funds now will allow for timely bidding and construction to ensure all projects are completed this year. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the appropriation of $21,000,000 is authorized in the Road Improvement Fund to Account Code 5045-35000-8CP2202RESPAV and the expenditure of same is authorized for the Roadway General Resurfacing Program.

 

SECTION 2. That the mayor is authorized to prepare plans and specifications, accept bids and enter into contracts to complete various roadway and transportation improvements including such items as labor, materials, construction testing, and professional services for property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way.  Contracts shall contain such terms and conditions as the Director of Public Utilities may deem requisite and proper and shall be subject to approval by the Department of Law.

 

                     SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the account code identified in Section 1 above in an amount not to exceed $21,000,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to facilitate this work being bid, awarded, and constructed before the end of the current construction season.

 

                     Vote on emergency clause:  yeas 12, nays 0.
