SUMMARY & BACKGROUND:

This Ordinance authorizes the Mayor to enter into a one-year subscription agreement with Leads Online for information services.  Leads Online operates and maintains a national online investigation system used by law enforcement to recover stolen property and solve crimes by sharing information with other law enforcement agencies.  Leads Online assists law enforcement agencies by collecting, maintaining and disseminating data among participating agencies. The Toledo Police Department has been using Leads Online since 2019. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is hereby authorized to enter into a Leads Online Agreement for use of the electronic system to assist with its criminal apprehension and investigations.   

 

                     SECTION 2. That the amount not to exceed $19,582.00 is authorized for expenditure from the General Fund Account Code 1001-52000-3381002STDSTD for the annual subscription to Leads Online. 

 

SECTION 3.                       That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Leads Online is the demonstrated, reliable, and competitively priced provider for this service.

 

           SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above referenced Account Code in Section two in payment of the obligation authorized in Section 1 herein, and upon presentation of proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the ordinance must be immediately effective in order to enter into the agreement with Leads Online and maintain continuous access to the Leads Online system.

 

                     Vote on emergency clause:  yeas 9, nays 0.
