SUMMARY & BACKGROUND:
The City of Toledo (COT) has received an allocation of $7,900,932 of HOME-ARP funding to provide housing, services and shelter to individuals experiencing homelessness and other vulnerable populations. Pursuant to the HOME-ARP Grant Agreement and Requirements for the Use of Funds in the HOME-American Rescue Plan Program ("Notice"), a participating jurisdiction is provided up to five percent of its total allocation for administrative and planning costs including the development of a HOME-ARP Allocation Plan. Once the HOME-ARP Allocation Plan is developed and approved by the City Council and HUD, the remaining HOME-ARP Grant will be made available.

This Ordinance is to authorize the Mayor to accept the five percent of HOME-ARP funding from HUD, deposit the HOME-ARP funds received from HUD into the appropriate Account Codes, and expend the amount of $395,046.60 of HOME-ARP funding for administrative and planning costs including the development of a HOME-ARP Allocation Plan.

The financial impact of this Ordinance is the receipt of $395,046.60 from HUD to the City of Toledo to provide housing, services and shelter to individuals experiencing homelessness and other vulnerable populations.
