SUMMARY & BACKGROUND:

Web-based Linko is existing software being moved to an online platform that will provide faster, upgraded performance of the current Linko software, which has performance issues due to its location on a city server. After extensive investigation by the ICT Department and Division of Environmental Services, use of a web-based server has been determined to provide the best possible functionality. The Division of Environmental Services uses this intricate database for all permit required recordkeeping on industrial pretreatment facilities. Since some fees have already been paid on the current basic Linko service, the 2021 fee for web-based Linko will be $5,650. Starting in 2022 the web-based service will be $14,727 and the 2023 fee will be $14,949. These amounts include all necessary software needs as well as support and maintenance for all users. The upgrade will also relieve some of this complicated software’s burden on the ICT Department. 

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a 3-year software license, support and maintenance agreement(s) in an amount not to exceed $35,326 with Aquatic Informatics (or its affiliate or subsidiary) for web-based Linko software, upon terms and conditions as approved by the Director of Public Utilities and the Director of Law, for the purpose of tracking permit violations, laboratory analytical results, and organizing critical data on all permitted industrial pretreatment facilities by the Division of Environmental Services

 

SECTION 2. That Council waives competitive bidding requirements under Toledo Municipal Code Ch. 187 for the reason that the Linko software is currently utilized for this purpose and interfaces with other necessary existing software and systems, including a database of industrial pretreatment facilities.

 

                     SECTION 3.  That the an expenditure not to exceed $17,663 is authorized from the Water Operating Fund, Account Code 6060-38000-4000507STDSTD; and an expenditure from the Sewer Operating Fund, Account Code 6070-38000-4000507STDSTD is authorized in an amount not to exceed $17,663, both over the term of the agreement and subject to available appropriation for the purpose authorized in Section 1.

                     

SECTION 4. That the Director of Finance is authorized to draw her warrants in payment of the obligations authorized in Section 1, in amounts not exceed those authorized in Section 3 from the specified funds, upon presentation of proper voucher or vouchers.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to permit the timely acquisition of goods and services to satisfy Environmental Services permit requirements.
