Title
Proclaiming the week of April 26th to May 1st as National Reentry Week in the City of Toledo.
Summary
WHEREAS, each year more than 600,000 individuals are released from Federal and State prisons, and millions more are released from local jails. Promoting the rehabilitation and reintegration of individuals who have paid their debt to society makes communities safer by reducing recidivism and victimization; assists those who return from jail or prison to become productive citizens; and saves taxpayer dollars by lowering direct and collateral costs of incarceration; and
WHEREAS, providing returning citizens with job and life skills, educational opportunities, affordable housing, mental health and addiction treatment services increases the likelihood that they will be successful when released; and
WHEREAS, due to the efforts of the Criminal Justice Coordinating Council, dedicated reentry agencies and volunteers, Lucas County's recidivism rate is 28.5%, compared to the statewide average of 30.5% and a nationwide rate of 43%; and
WHEREAS, Lucas County and the City of Toledo are taking important steps to reduce barriers for formerly incarcerated individuals in collaboration with the Reentry Coalition of Northwest Ohio, the Federal Reentry Court and the Criminal Justice Coordinating Council's focus on reentry; and
WHEREAS, reentry advocates are excited to spread the word about the excellent programs they have established, the low local recidivism rate, and the successes that restored citizens are having in our community; NOW, THEREFORE,
Be it resolved by the Council of the City of Toledo:
SECTION 1. That April 26th to May 1st is hereby proclaimed as "NATIONAL REENTRY WEEK" in the City of Toledo and all citizens are urged to recognize the important reentry work being done in Lucas County on a daily basis by dedicated reentry advocates.
