SUMMARY & BACKGROUND:
On November 7, 2000 the electors amended the Toledo City Charter to establish a new method for setting the salaries of the Mayor and members of Council. This ordinance creates the seven-member commission required by Charter Sections 31 and 67. This commission will review salaries for the Mayor and Council and then make any recommendations for changes to Council by April 1, 2021.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That a seven-member commission to review and make recommendations on the salaries of the Mayor and Members of Council is established pursuant to Sections 31 and 67 of the City Charter. This commission will make a recommendation to the Council in the manner provided in the Charter. The following organizations shall each designate one Toledo resident to serve on the commission:
Greater Northwest Ohio AFL-CIO
Lucas County Democratic Party
Lucas County Republican Party
NAACP
Toledo Regional Chamber of Commerce
University of Toledo
Additionally, one (1) at-large City resident will serve on the commission.
The members of the Commission shall serve until they have made their recommendations as provided in Charter Sections 31 and 67.

SECTION 2. That this ordinance hereby is declared to be an emergency measure and shall be in force and effect from and after its adoption. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this commission must make their recommendation to City Council by April 1, 2021.
