SUMMARY & BACKGROUND:

As part of the Department of Economic Development’s efforts to attract Brenntag North America to Toledo, the State of Ohio Department of Transportation (“ODOT”) and Lucas County Transportation Improvement District (“LCTID”) have committed to assisting the City of Toledo with the reconstruction of Campbell Street by providing a $200,000 grant to offset the City’s investment. Campbell Street will be reconstructed between Pulaski and Hoag Street to accommodate Brenntag’s new project. The total cost of the reconstruction project is estimated at $921,802 and is currently scheduled to be performed in 2021. The City’s portion of this reconstruction project is $341,802 and is in the Division of Engineering Services proposed 2021 Matches and Planning budget. 

 

Brenntag North America is an international chemical distribution company headquartered in Germany. The company has selected a 227,000 square foot industrial facility on Campbell Street to be its second distribution facility in Ohio. The company will spend an estimated $15 million to redevelop the vacant industrial facility and will create 45 new jobs.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                                                                                                         SECTION 1. That the Mayor is authorized to enter into and execute an Intergovernmental Agreement with LCTID for the resurfacing and reconstruction of Campbell Street upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 2.                      That the Mayor is authorized to accept and deposit grant proceeds in the amount of $200,000 from ODOT into the Capital Improvement Fund Account Code 540G-35000-8GA7690STDSTD.

 

                     SECTION 3.  That the sum of $200,000 is appropriated from the unappropriated grant proceeds in the Capital Improvement Fund into Account Code 540G-35000-8GA7690STDSTDand the expenditure of same is authorized for resurfacing and reconstruction of Campbell Street.

 

                     SECTION 4. That the Mayor is authorized to prepare plans and specifications and to accept bids and enter into contracts in an amount not to exceed $200,000 for the project including such items as labor, materials and professional services necessary for resurfacing and reconstruction of Campbell Street upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 5.                     That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 3 above in amounts not to exceed $200,000 in payment of the obligations incurred pursuant to the contracts authorized in Section 4 upon presentation of the proper voucher or vouchers.

                                          

                     SECTION 6.                     That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 7. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to accept funding from the Lucas County Transportation Improvement District for these improvements.
