SUMMARY & BACKROUND:

The City of Toledo desires to enter into an agreement with the Lucas County Land Bank in the amount of $70,000 for the purpose of creating a Strategic Framework Plan to provide a guideline in updating the City of Toledo’s comprehensive plan.

 

Over the past eighteen months, in concert with Land Bank staff and other community partners, The City of Toledo has worked to develop a plan of action as Toledo’s current master plan, the Toledo 20/20 plan is in need of updating to reflect current trends.  This plan, updated once in 2010, was designed to help Toledo and the region implement a set of recommendations to guide the growth and development of the city.  This plan has been our guide for the last twenty years and a new strategic vision is needed to address the changes and opportunities in our community.

 

To move Toledo and the region forward, the Lucas County Land Bank is proposing to enter into a consulting agreement with SmithGroup, Inc., a Detroit-based leader in this kind of work.  Under SmithGroup’s proposal, an Exploratory Assessment will be completed as the first step in Toledo’s new Strategic Framework plan for the next generation at a cost of $255,000.  Additional participants include: Lucas County, Toledo Lucas County Port Authority, The University of Toledo, Toledo Public Schools, Toledo Lucas County Public Library, Toledo Zoo, Metroparks Toledo, Toledo Metropolitan Area Council of Governments, LISC, and the Lucas County Land Bank.  The Land Bank is acting as the fiscal agent and project administrator for this plan.  This work will be done over four months to create the strategic vision that will form the basis for the comprehensive plan.

 

Upon completion of this Strategic Framework Plan, the Toledo-Lucas County Plan Commission in collaboration with community partners will undertake the process of creating a comprehensive plan.  The plan provides for thoughtful, evidence-based decisions regarding the focus, methodology, and outcomes of a future planning process.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the mayor is authorized to enter into a funding agreement with the Lucas County Land Bank for the creation of a Strategic Framework Plan.

 

SECTION 2. That subject to an appropriation of funds in the 2020 Annual Operating Budget, an amount not to exceed $70,000 is authorized for expenditure from the General Fund, Account Code 1001-10400-5611001STDSTD, for the purpose authorized in Section 1.

 

SECTION 3.                     That the Director of Finance is authorized to draw warrant or warrants against the above mentioned account code in an amount not to exceed $70,000 upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance will allow for the timely payment toward the Strategic Framework Plan.
