Authorizing the Mayor to enter into a School Resource Officer Program agreement with Toledo Public Schools and to accept and deposit $217,265.03 into the General Fund in payment for services provided by Toledo Police Department; and declaring an emergency.

SUMMARY & BACKGROUND:

The Toledo Police Department has developed a successful School Resource Officer Program, which assigns six officers to certain Toledo Public Schools. The Toledo Public Schools has agreed to provide an amount of $217,265.03 to continue funding the program for the 2019-2020 school years.  That amount represents one-half the salary and benefits of the officers assigned to Toledo Public Schools for the nine-month school year. TPS has paid one-half of the salaries since the 1999-2000 school years.

The fiscal impact of this ordinance is as follows:

-                     The amount of funds requested: None.

-                     The expenditure budget line item: None.

-                     New revenue generated (operational revenue, grants, if any): $217,265.03.

-                     Are funds budgeted in the current fiscal year (yes/no)?: Yes, this is included in the operating budget revenue estimate.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into an agreement with Toledo Public Schools, under terms and conditions deemed appropriate by the Mayor, Director of Police Operations, and the Director of Law to accept $217,265.03 to continue the School Resource Officer Program for the 2019-2020 school year; and the deposit of same funds to the General Fund Account Code 1001-52000-3381002STDSTD is authorized.

 

SECTION 2.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to receive the funds in a timely manner from Toledo Public Schools and continue the program.

 

                     Vote on emergency clause:  yeas 12, nays 0.
