Title

Authorizing the Mayor to enter into an agreement with Perry ProTech; authorizing the expenditure of funds not to exceed $13,000 from the Capital Improvement Fund and $149 from the General Fund; waiving the competitive bidding requirements of TMC 187; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

This legislation authorizes the purchase and installation of a Real Time Crime Center (RTCC) camera in Joe E. Brown Park. Perry Pro Tech is the current supplier for the purchase, installation and maintenance of cameras, equipment, hardware and software for the RTCC camera system (ordinance 481-17).

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.  That the Mayor is authorized to enter into an agreement with Perry ProTech, LLC for the purchase and installation of one RTCC camera at Joe E. Brown Park.

SECTION 2. That the expenditure of $13,000 is authorized from the Capital Improvement Fund Account Code 5040-52000-8CP1921POLCAM and $149 is authorized from the General Fund, Account Code 1001-52000-3381002STDSTD for the purchase and installation of one RTCC camera for Joe E. Brown Park.

SECTION 3.                      That Council finds it to be in the best interest to waive the competitive bidding requirements of TMC 187 for the reason that Perry ProTech, LLC is the current RTCC maintenance and service provider who is uniquely qualified to install the single additional camera and link it to the existing RTCC camera system at a cost competitive basis.

SECTION 4.  That the Finance Director is authorized to issue his warrant or warrants against the above Account Codes in payment of the obligations authorized above upon presentation of the proper voucher or vouchers in an amount not to exceed $13,149.

SECTION 5.                       That this Ordinance is declared an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this ordinance must be immediately effective in order to timely purchase and install a RTCC camera for public safety.
