SUMMARY & BACKGROUND:
The Division of Engineering Services is requesting the expenditure of $7,700,000 from the Capital Improvement Fund for the 2019 Matches & Planning program. This money will be used to provide city match dollars to state and federal grants and loans.

The Matches & Planning Program provides funding that is needed to supply match funds for outside grants and loans the division has anticipated and secured, as well as to plan for future larger scale projects. These CIP funds will match federal and state transportation funds already approved through multiple sources.

All of the funds included in this ordinance are for work that is scheduled to begin in 2019.

Approving the expenditure of these critical funds now will allow for timely bidding and construction to ensure all projects are completed this year in a balanced, efficient fashion. It also allows for the processing of agreements needed to accept the outside grant and loan dollars before funding agency deadlines.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the sum of $7,700,000 is authorized for expenditure from the Capital Improvement Fund account code 5040-35000-8CP1903STREET for the roadway matches and planning program.
