SUMMARY & BACKGROUND:
The partial government shutdown is affecting federal employees who are not receiving paychecks.

Hundreds of thousands of federal employees are experiencing significant financial stress and uncertainty as to when their pay and financial wellbeing will be restored, through no fault of their own.

City Council has determined that in an effort to assist those federal employees in their time of need, it is appropriate to waive the collection of payments due for city services to affected federal employees until the shutdown has ended and the financial security of these public servants has been restored.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That Toledo City Council hereby waives the collection of water, sewer, storm sewer and refuse fees for those affected by the federal government shutdown until thirty days after the shutdown ends. Such fees will remain due and payable, pursuant to reasonable payment arrangements established by the Department of Public Utilities.

SECTION 2. That it is ordered and directed that any late fees and termination of service associated with the late payment of water, sewer, storm sewer and refuse fees be suspended during the duration of the federal government shutdown and for thirty days thereafter.
SECTION 3. That it is found and determined that all formal actions of Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of Council and that all deliberations of Council and any of its committees that result in such formal action were in meetings open to the public in compliance with all legal requirements, including ...
