Authorizing the Mayor to accept an Ohio Statewide Search and Rescue (Water) Capability (Am. Sub. HB 49, 132th GA) grant from Ohio Emergency Management Agency in an amount not to exceed $6,000.00 for the City of Toledo, Department of Fire & Rescue Operations; authorizing the deposit, appropriation and expenditure of funds; and declaring an emergency.

SUMMARY & BACKGROUND:
Ohio Emergency Management Agency has awarded the Toledo Fire and Rescue Department a Statewide Search and Rescue (Water) Capability grant not to exceed Six Thousand dollars ($6,000.00). The purpose of this grant is to support search and rescue throughout the state by administering and maintaining the Ohio Fire Chiefs’ Emergency Response Plan/System which is one of the key dispatching capabilities for search and rescue teams in Ohio.
These funds shall be utilized to continue to build and sustain the collapse search and rescue (Water) capability, including cost associated with team administration, equipment, expendable material and supply purchases, vehicles, equipment maintenance, exercises and training.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept a grant from the Ohio Emergency Management Agency in an amount not to exceed $6,000.00 to maintaining the Ohio Fire Chiefs’ Emergency Response Plan/System
SECTION 2. That the said funds shall be deposited in Account Code 2016-53000-3G00155STDSTD and authorizing an increase in the revenue estimate of the Operating Grants Fund of $6,000.
SECTION 3. That the sum of $6.000.00 is appropriated from the unappropriated grant proceeds of the Operational Grants Fund to Accounting Code 2018-53000-3G00155STDSTD and further authorizing the expenditure, in an amount not to exceed $6,000.00.
SECTION 4. That the Director of Finance is authorized to draw his warrant or warrants against Accounting Code 2018-53000-3G00155STDSTD in an amount not to exceed $6,000.00 upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property on a
homeland security basis.
