2019 Budget Ordinance
Title
Appropriating from various funds to individual accounts for the current expenses and other expenses of the City of Toledo for the fiscal year ending December 31, 2019; and declaring an emergency.
Body
It is provided by law that an Annual Appropriation Ordinance shall be passed by Council. The Revised Code of Ohio and the Charter of the City of Toledo provide for such Ordinance and the method of enacting same. Section 46 of the Toledo City Charter states that, unless specifically provided otherwise, not more than one-half of any appropriation shall be expended before the first day of July in the current year.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That to provide for the current expenses and other expenditures of the City of Toledo for the fiscal year ending December 31, 2019, the following appropriations are authorized. Further, that there is appropriated from the various funds to the accounts included in Attachment A, which is incorporated herein by reference.
SECTION 2. That out of the funds appropriated herein, the Mayor is authorized to expend the necessary funds which may be in excess of $10,000 in payment of the following obligations as deemed necessary: (1) utility bills; (2) taxes; (3) postage; (4) rent for building space pursuant to existing multiple year contracts and leases; (5) Criminal Justice Coordinating Council bills; (6) criminal justice, emergency management agency and election charges from Lucas County; (7) medical payments; (8) payments to Lucas County Solid Waste Management for refuse collection and disposal fees (9) Ohio Environmental Protection Agency fees associated with waste disposal and; (10) debt obligations and related service charges.
SECTION 3. That the Finance Director is authorized and directed to draw warrant or warrants against the appropriations hereinabove set forth upon presentation of proper vouchers.
SECTION 4. That the Mayor is authorized to make administrative transfer of funds under $25,000, within the personnel service line item accounts (51000 series) and is also authorized to transfer funds within other account codes (52000, 53000, 54000, and 55000 series), exclusive of transfers between the personnel service codes and the other account codes or between funds. Authorizing administrative transfers of funds within force line item accounts, exclusive of transfers between funds.
SECTION 5. That the Finance Director is authorized to make all operating transfers as delineated in the 2019 Budget as represented by Attachment B.
SECTION 6. That where necessary for uninterrupted operations of the City, the Finance Director is authorized to expend prior to July 1, 2019 more than one-half of the annual appropriations.
SECTION 7. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health and safety, and for the further reason that the Ohio Revised Code requires that this Ordinance be enacted and in force and effect by April 1, 2019.
