SUMMARY & BACKGROUND:
This legislation provides funding for: the administration of the CDBG program; activities implemented by various City Departments; and activities implemented by third-party nonprofit partner organizations in the City of Toledo.
The legislation authorizes the acceptance, deposit, appropriation and expenditure in the amount of $7,046,960 of the CDBG 51st Year grant; the expenditure of CDBG carryover funds in the amount of $728,799 from all years prior to program year 2024 (50th); and the submittal of the 2025-2029 Consolidated Plan and the 2025-2026 Annual Action Plan to HUD on July 31, 2025.
The financial impact of this Ordinance is the receipt of the $7,046,960 51st Year CDBG grant from HUD; the allocation of funding to City Departments and third-party nonprofit partners identified in Schedule A; and the expenditure of CDBG carryover funds in the amount of $728,799 from all years prior to program year 2024 (50th).
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to submit the 2025-2029 Consolidated Plan and the 2025-2026 Annual Action Plan; accept the 2025 Program Year CDBG allocation from HUD in the amount of $7,046,960; and deposit the amount received from HUD into Account Code 2015-16100-5G51000STDADM (Community Development Block Grant Fund) for the purpose of funding the CDBG Program.
SECTION 2. That the appropriation in the amount of $7,046,960 is authorized from the unappropriated grant proceeds in the Community Development Block Grant Fund into various accounts; further authorizing the expenditure of same pursuant to the attached Schedule A; and authorizing the expenditure of a portion of the CDBG carryover balance in the Community Development Block Grant Fund from all years prior to program year 2024 (50th) in the amount of $728,799 pursuant to Schedule B.
SECTION 3. That the Mayor is authorized to conduct formal application processes, issue Notice of Funding Availability (NOFA), formal bids and informal bids for CDBG eligible projects that align with the 2025-2029 Consolidated Plan priorities; and enter into any necessary agreements for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law and the Director of Housing and Community Development, not to exceed the amount of $7,046,960 51st (2025) Year CDBG and not to exceed $728,799 from the CDBG carryover balance from all years prior to program year 2024 (50th).
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants in an amount not to exceed $7,046,960 from the Community Development Block Grant Fund in payment of all obligations authorized under the 51st Year CDBG allocation and not to exceed $728,799 from the CDBG carryover balance from all years prior to program year 2024 (50th) upon presentation of properly approved documentation.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to permit the City to submit the 2025-2029 Consolidated Plan and the 2025-2026 Annual Action Plan, qualify under the regulations of the Community Development Block Grant Entitlement Program, and to receive the money necessary to carry out its planned community development activities for the 51st (2025) year beginning July 1, 2025 and ending June 30, 2026.
