Title

SUMMARY & BACKGROUND:

Ordinance 21-19 appropriated $750,000 for a study, mandated by the Ohio EPA, of the water distribution system and recommendations for needed improvements. This ordinance appropriates funds to develop a water quality model, a unidirectional flushing program, and update the water model after field investigations.  The Lucas County Sanitary Engineer’s Office has agreed to pay for their portion of the water model and has committed to reimburse the City of Toledo up to $120,000 for their portion of the cost of these updates. Funding for the City portion is available from the Water Improvement Fund (2018 bond).

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                     SECTION 1.   That an amount not to exceed $205,000 is appropriated from the unappropriated bond proceeds in the Water Bond Improvement Fund, in Account Code 6062-35000-4UB0519STDSTD and authorizing expenditure of the same for the Water General Plan.

 

                     SECTION 2.  That the mayor is authorized to accept and deposit funds in an amount not to exceed $120,000 from Lucas County Sanitary Engineer’s Office into the Water Improvement Fund, Account Code 6061-35000-4UC0519STDSTD for updates to the Lucas County water model.

 

                     SECTION 3.  That an amount not to exceed $120,000 is appropriated from the unappropriated balance in the Water Improvement Fund, to Account Code 6061-35000-4UC0519STDSTD and authorizing expenditure of the same for the Water General Plan.

 

                     SECTION 4.  That the mayor is authorized to accept bids and to execute the necessary contracts for developing the water quality model, unidirectional flushing program and updating the water model after field investigations upon such terms and conditions as approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 5.  That various adjustments and line item expenditures and transfers are authorized to comply with said contracts/agreements.                     

                     

                     SECTION 6.  That the Finance Director is authorized to issue his warrant or warrants against the above listed account codes in amounts not to exceed $325,000 in payment of the obligations incurred upon presentation of the proper voucher or vouchers.

 

                     SECTION 7.                     That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

                     SECTION 8.  That this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the ordinance must be immediately effective in order to ensure uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
